You are correct:

As far as I understood, Gates was named after the last great watcher - and most reviewers seem to be pretty sure that it is Giles.

As for the Fray mythology:

There's not so much, ironically (although it is a great comic book):

We learn that some hundred years ago (Fray POV) one great slayer (probably Buffy) together with her allies faced an enormous apocalypse and won. The result was that all demons - and all magic - was banished from our dimension. What with Buffy happened, we don't know yet.

Then, demons tried to find their way back into our dimension. Vampires arise, called "Lurks" now. A new slayer was called: Melaka Fray, however her Slayer knowledge / visions went (for whatsoever reason) to her twin brother-now-vampire Harth.

That's it.

(Well in "Tales of the Slayer" Fray finds - thanks to Gates - the library with all these Watcher-diaries / Slayer-memories etc.)
