Those are not Fred and Wesley, they are some random people at a restaurant.

You may be right. I wish I asked Lynch about them when he did latest Q&As an MySpace. I just am not sure that there are random elements on these panels. Of course there is a possibility that Urru added the couple of strangers because he likes drawing sexy girls, but, IMO, the time-jumping panels are setting up the awakening of Fred in Illyria. And I can't forget that the first line of the comic is about Fred. So I assumed that it may be a glimpse of a time period between Smile Time and AHITW when Fred and Wesley were happy and were having a good time. And it was an essential part of the set-up of Wesley's future arc.

What's strange is that those lords are not that menacing. They seem to be no match to Illyria, all together (and we saw the proof: Illyria smacks the Dragon around while Dragon easily killed Burge's people) They don't give a feel of being too difficult to conquer.

We don't know all their powers. One of them has arrived to the meeting on a giant snake. Maybe others also have aces in their proverbial sleeves.
