An interesting question. Of course it was Buffy (and Giles) who actually defeated Amy's mother, but my guess would be that it's because that's who the military is concerned about.
Why military types decided to explore the Sunnydale crater only a year after the catastrophe
Speaking from a RL POV, I'd guess it's because the government takes forever to do anything. Plus they may have been working on it for a while to get to the point that we see.
