For Joss, story is God. Characters development is secondary. You may be right, but it's so hard to accept: he creates such fantastic characters and gets you care about them as no one else can. And while he subjects them to the God of his stories, they more or less stay true to themselves - I try to believe in that, at least...
And Tara would be most welcome: she shined in S6 and lighted it up. As for S/B - no, I don't think Joss'll hook them up, but I still hope for a closure. At least for the resolution of "does she know he's alive" thing. In my happy place Spike ends up with Dru anyway, after he shares his (or Angel's) shanshue with her. ;) Gee, I can't shut up about this comics, I'm sorry to keep yammering. :) Such a small thing - you are right, 5 min of screentime max, and not much to see anyway. But there's something wistful and melancholy about it, that Buffy is still, deep down, lonely and lost after everything, and that's enough to get me hooked. A wee little bit of angst right from the start.
